General information and conditions:-

 1.   Benefits under Council service:

a) These posts currently carry usual allowances i.e. Dearness Allowance (DA), House Rent Allowance (HRA), Transport Allowance (TA) etc. as admissible to the central government employees and as made applicable to CSIR. Council employees are also eligible for accommodation of their entitled type as per CSIR Residence allotment rules depending on availability in which case HRA will not be admissible.

 b)  In addition to the emoluments indicated against each category of posts, benefits such as applicability of New Pension Scheme 2004, reimbursements of Medical Expenses, Leave Travel Concession, Conveyance advance and House Building Advance are currently available as per CSIR rules. 

 c) Scientists in CSIR are also permitted to undertake consultancy and sponsored R&D project activity. These activities give them scope to earn consultancy fee and honorarium as per CSIR guidelines governing these activities. Opportunities also arise for foreign deputations for training/presentation of papers/specific assignments etc.

d)  CSIR provides excellent opportunities to deserving candidates for career advancement under Assessment Promotion scheme.

e)   Deserving candidates may be considered for advance increment(s) as per CSIR Rules.

f)    The Competent Authority has a right to amend, delete and add terms and conditions to this advertisement.

2.  Other conditions:-

a)  The applicant must be a citizen of India.

b)   All applicants must fulfill the essential requirements of the post and other conditions stipulated in the advertisement as on the last date of receipt of the online applications i.e. 31-01-2022. They are advised to satisfy themselves before applying that they possess the essential qualifications laid down for the advertised post as on the last date of receipt of the application. No enquiry asking for advice as to eligibility will be entertained. The prescribed essential qualifications are the minimum and the mere possession of the same does not entitle candidates to be called for interview. The duly constituted Screening Committee will adopt its own criteria for short-listing the candidates. The candidate should therefore, mention in the application all the qualifications and experiences in the relevant area over and above the minimum prescribed qualification(s), supported by documents.

c) The application should be accompanied by self-attested copies of the relevant educational qualifications and experiences. The prescribed qualifications should have been obtained through recognized Universities / Institutions.

d) The candidates applying for the post of Scientist with the qualifications of Ph.D (submitted), are advised to enclose authentic documentary proof indicating the date of submission of thesis.  

e)  Ph.D. certificate should clearly indicate the date of award of Ph.D. degree. Completion of Ph. D degree will be reckoned from the date of issue of provisional certificate/notification.

f) In respect of equivalent clause in essential qualifications, if a candidate is claiming a particular qualification as equivalent qualification as per requirement of the advertisement, the candidate is required to produce Order/Letter in this regard, indicating the Authority (with number and date) under which it has been so treated, otherwise the application is liable to be rejected.

g) The period of experience rendered by a candidate on part time basis, daily wages, visiting / guest faculty will not be counted while calculating the valid experience for short listing the candidates for interview.

h) If any document/ certificate furnished is in a language other than Hindi or English, a transcript of the same duly attested by a Gazetted Officer or notary is to be submitted.

i) The date for determining the upper age limit, qualifications and / or experience shall be the  Closing date prescribed  for receipt of  online applications  i.e.  31-01-2022.

j) The period of experience in a discipline / area of work, wherever prescribed, shall be counted after the date of acquiring the minimum prescribed educational qualifications prescribed for that grade.

k) Persons with disabilities (PWD) fulfilling the eligibility conditions prescribed under GOI instructions are encouraged to apply.

l) Only outstation candidates called and found eligible for interview will be paid to and fro single second class rail fare from the actual place of undertaking the journey or from the normal place of their residence whichever is nearer to Lucknow Railway Station, on production of Rail Tickets/Rail Ticket Numbers or any other proof of journey.

m) Any discrepancy found between the information given in application and as evident in original documents will make the candidate ineligible for appearing in interview. Such candidate will not be paid any fare.

n) The decision of the NBRI/CSIR in all matters relating to eligibility, acceptance or rejection of applications, mode of selection, conduct of examination/interview will be final and binding on the candidates.

o) Canvassing in any form and / or bringing any influence political or otherwise will be treated as a disqualification for the post.

p) Certificates / documents in support of experience must specify duration of experience in terms of date / month / year.

q) The number of  vacancies indicated against each category/post is provisional and may vary at the time of selection.

r) In the event of number of applications being large, CSIR-NBRI may adopt short listing criteria to restrict the number of  candidates to be called for interview to a reasonable number by any or more of the following methods:

(i) On the basis of higher educational qualifications than the minimum prescribed in the advertisement.

(ii) On the basis of higher experience in the relevant field than the minimum prescribed in the Advertisement.

(iii) By holding a written Test

(iv) On the basis of quality and quantity of Scientific Journal Publications.

(v) Any other method as deemed fit by Screening Committee.

 3.    Relaxations:

a) The upper age limit is relaxable upto 05 years for SC/ST and 03 years for OBC as per Government order in force only in those cases where the post are reserved for respective categories, on production of relevant certificate in the prescribed format signed by the specified authority at the time of interview.

b) Upper age limit is also relaxable upto five years for the regular employees working in CSIR laboratories/institutes, Government Departments, autonomous bodies and public sector undertakings.

c) For the position of Scientist, as per GOI provisions, age relaxation for Widows, Divorced Women and Women Judicially separated from their Husbands, who are not remarried , the upper age limit is relaxable up to the age of 35 years  (upto 40 years for members of Scheduled Castes/Scheduled Tribes and upto 38 years for members belonging to other Backward Classes in respect of the posts reserved for them) for widows, divorced Women and Women Judicially separated from their Husbands who are not remarried. Those claiming age relaxation under this sub-para would be required to produce following documentary evidence:

i.  In case of Widow, Death Certificate of her husband together with the Affidavit that she has not remarried since.

ii.  In case of divorced Women and Women judicially separated from their husbands, a certified copy of the judgement/decree of the appropriate Court to prove the fact of divorce or the judicial separation, as the case may be, with an Affidavit in respect of divorced Women that they have not remarried since.

d) Age relaxation to Persons with  Benchmark Disabilities (PwBD) is permissible as per GOI  orders issued from time to time.  The persons claiming age relaxation under this sub-para would be required to produce a certificate in prescribed proforma in support of their claims clearly indicating that the degree of physical disability is 40% or more. In any case, the appointment of these candidates will be subject to their being found medically fit in accordance with the standards of medical fitness as prescribed by the Government for each individual posts to be filled by Direct Recruitment by Selection.

e) Relaxation in age, over and above the stipulated limit, educational qualification and / or experience may be considered in case of exceptionally meritorious candidates or if sufficient number of candidates possessing the requisite qualification and/ or experience are not available to fill up the posts.

f) SC/ST/OBC/PWD/EWSs Candidates are required to produce original certificate in the prescribed format signed by the specified authority at the time of interview. The OBC candidate should produce the certificate valid for appointment to post under the Central Government as per latest instructions issued by the DoPT (GOI) .

  4. How to apply:

a)  Eligible and interested candidates are required to apply ONLINE  only through our         official website https://www.nbri.res.in during  the period from 06.12.2021 ( 10.00 A.M.) till 31.01.2022 ( upto 05.00 P.M.)  No other mode of application will be accepted.

 b)  Candidates are requested to keep a copy of application print out for their record.

c)    All the instructions for filing online applications is available at our website.  Candidates are requested to read and follow instructions carefully for applying online.

d)   To avoid any technical difficulty, candidates are advised to submit online application well in advance of the date of closing of online application.

 e) Online Applications will be available on CSIR-NBRI website https://www.nbri.res.in.   The website will be Opened on 06.12.2021  (10.00 a.m. onwards) and closed on 31.01.2022 (till 5.00 p.m.).  It is mandatory to take the print out of the successfully submitted online application form, sign the same and attach the self attested  mandatory documents and passport size photograph.  The print out of the application along with the relevant documents must reach CSIR-NBRI on or before 21.02.2022 upto 6.00 p.m. i.e. within 21 days of the last date of the online application submission.

f)    For  submission  of  online  applications  the  candidates  are  required  to  pay  a  non-refundable  fee  of  Rs.  100/- (Rupees one hundred only) through  online payment link availabe in the CSIR-NBRI recruitment portal at CSIR-NBRI website only. The transaction number generated after successful payment of fee is required to be mentioned  in  the  online  application.  The candidates  are  advised  to mention the transaction No. of online payment in the application form. The candidates belonging to SC/ST/Women/PwBD and candidates from abroad, and regular employees of CSIR are exempted from payment of application fee.

g)  The print out of the successfully submitted online application must be duly signed by the candidate and sent in an envelope superscribed “Application for the post of _______, Post Code _____, Area ______”  (Advertisement No. 03/2021)  by speed post/registered post only so as to reach on or before 21.02.2022 (upto 06.00 P.M.) to the  following  address :  Controller of Administration, CSIR-National Botanical Research Institute, Rana Pratap Marg, Lucknow-226001.  The said signed application must have one recent passposrt size coloured photograph, self-attested  copies of the certificates, mark sheets, testimonials in support of age, educational qualifications, and experience, and caste certificate (if applicable), certificate to be produced by EWS candidates, copy of E-RECEIPT of the application fee paid (if applicable) as enclosures.

h) Mere submission of online application without hardcopy (vice-e- versa) will not be considered.

i) Candidates should specifically note that the hardcopy of application(s) received after the closing date for any reason whatsoever (such as envelopes wrongly addressed, delivered elsewhere, postal delay etc.) will not be entertained by CSIR-NBRI.

j) Candidates applying for more than one post code should submit separate online applications alongwith separate application fee (if applicable), and the hardcopies of applications with a complete separate set of enclosures including separate  e-receipt of the application fee, should be sent to aforementioned address.

k) In case of Universities/Institutes awarding CGPA/SGPA/OGPA Grades etc., candidates are requested to convert the same into percentage based on the formula as per their University/Institute.

l) Candidates of Indian origin settled abroad who are of proven merit as evidenced by their research work, if found suitable for the post may be considered by the Selection Committee, in absentia,  on written request.

m) Applications from employees of Government Departments will be considered only if forwarded through proper channel, certified by the employer that the applicant, if selected, will be relieved within one month of the receipt of the appointment orders.  However, advance copy of the print out of online application (Hard copy) may be submitted before the last date.  Applications routed through proper channel should reach CSIR-NBRI at the earliest.

n)  Application once made will not be allowed to be withdrawn and fees once paid will not be refunded on any count nor can it be held in reserve for any other recruitment or selection process.

o)  The decision of the CSIR-NBRI/CSIR in all matters relating to eligibility, acceptance or rejection of applications, mode of selection, and conduct of interview will be final and binding on the candidates and no interim enquiry or correspondence will be entertained in this connection from any individual or agency on behalf of a candidate.

 p) Incomplete applications (i.e. without printout of the complet online application form, unsigned,  without photograph and application fee (if applicable), applicable testimonials  etc.) will not be entertained and will be summarily rejected.

 5.  Print out of the submitted filled-in online application form duly signed by the candidate along with the following documents must be sent by speed post/registered post only:

a. Proof for remittance of application fee paid through online mode (E-reciept/Transaction reference), wherever applicable.

b. Self attested photocopy of Date of Birth Certificate (Matriculation or equivalent certificate for age proof.)

c. Self attested photocopies of educational qualification certificates and marksheets.

d. Self attested photocopy of Caste Certificate/EWS certificate/PwBD certificate, if applicable, in the prescribed  Government of India (GOI) format signed by the specified authority, if applicable.

e. Self-attested photocopies of experience certificates, if any.

 f.    No objection certificate (NOC) / proper channel application, wherever applicable.

g.  Self attested copies/reprints of Publications/ Research Papers/ Patents etc. if any.

Note 1:     For the above Scientific posts, the Candidates having experience in Product Development/Technology Innovation/Applied Technology Product Development/ Translational Research etc. will be given due weightage.

Note 2:  In case of discrepancy found between English edition of this advertisement and its Hindi translation, the English edition of this Advertisement will be valid.

 Note  3:    CSIR/CSIR-NBRI reserves the right to cancel this advertisement without assigning any reason.

 Note 4:   CSIR/CSIR-NBRI reserves the right to hold the interview  either physically or through virtual   mode.

     NO INTERIM ENQUIRY OR CORRESPONDANCE WILL BE ENTERTAINED.
